It is most certainly not the governments responsibilty and when ever the government gets involved in the economy they screw it up every time. I think that what the Conservatives have done is wrong. The government has no right to tax one choice of transportation over another. This is a false statement since regardless of British invervention, Mao Zedong still would have wanted his ideas to run the country.
