Depends on who is giving them. Some are genuine which could be positive or negative. Some are used as tit for tat in the war of posts and ideologies. It's designed to spread them around too, so it doesn't turn into mutual masturbation.

In the handing out of positive rep points it is usually the CKA mutual admiration society at work patting each other on the back for posts they like, agree with, or find entertaining. In the negative role it's usually the regular CKA members showing their displeasure at (usually) new members who come on board and immediately start off by posting statements and comments which are for the most part totally outlandish and ridiculous and which are against the general sentiments of the general population.
