Yes, a complete ban on the possession of all firearms, coupled with draconian penalties. Such laws existed in most totalitarian countries, and they worked. There was almost no gunplay in the streets. In those societies, no one had to worry about his safety -- until he saw a policeman.
Yes I recall an evening in the Moscow metro----the train stopped and everyone was ordered out........
The militia(Police) could be seen rushing onto the platform.
Everyone disembarked......then the shout came "STOY".
Everyone dove for the floor, me too..... a burst of AK fire.......then the voices of the militia ordering "DAVI DAVI".........
Everyone had to leave and have their ID inspected.
Never did establish whether those sought by the Soviet authorities were criminal or political........
