Unless they get Hepatitis from food prepared by someone who is sick ... not all STDs are transmittable just through sex. Zika is an example of something that can be an STD, but generally transmitted by parasite.
I can think of a dozen ways to get HIV/AIDS that doesn't involve sex. You are right, monogamy is the best way to prevent STDs. But there are still plenty of people out there taking risks that our health systems may have to absorb the cost if things turn out badly.
Risk is how we progress as a species. There is no way we are going to stop people taking risks, and therefore there will always be consequences to that risk.
That's why it's called 'insurance'.
