A correct answer. It's common for most law enforcement agencies to prohibit the rank and file from representing their department in any way, shape, or form.
Seems rather silly considering they do it everyday on the streets.

In Sacramento this past year one of the deputy sheriffs got fired for wearing his uniform on a
non-partisan politcal advertisement. I can't speak to every jurisdiction, but in California this is taken pretty seriously: unless it's your job to speak for your department
you don't speak for your department. And if you're in uniform when you speak, then you're speaking for your department.
This is not a 'free speech' issue as any LEO can change into street clothes and say what they want. Just don't do it in uniform and don't mention what agency you work for when you speak.
So you could say, "Hi, my name is Bob and I'm a cop and I'm voting for Bart Simpson for water board."
Perfectly fine.
But say this: "Hi, my name is Bob and I'm a Sacramento Police officer and I'm voting for Bart Simpson for water board." and you'll be looking for a new job.
