Whenever you're ready and available. I'm at home waiting for EI and phone calls from potential employers, so I have plenty of time.
Have you played any single-player skirmishes against the computer? If not, I recommend that you do. It's quite a bit different from the single-player missions. I'm just working up to 2on2 maps right now, and it's pretty difficult compared to 1on1.

It's only a PC game, as far as I know. You can get it from the Steam store for $20.

Oh yeah, the updates are huge. I was kind of pissed off when I found out it had turned into a Steam app cause I had downloaded it just to play the single-player missions.
Now I'm even more pissed off that I've bought both Company of Heroes and CoH: Opposing Fronts (British and German missions), and I can't play them if a server is broken or my internet connection is down, because it has to "validate media" every time it loads.
