Don't soldiers in disaster zones shoot looters and such? I would feel absolutely nothing if a soldier shot a Afghan raping somebody.

Straight up Lilly. Crap like this went on in Bosnia and the First Gulf war as the Iraquis were leaving Kuwait. You have to do something you just can't stand by and watch, you will never forgive yourself. At least these people should be taken into custody to have them tried in a court.
Terrible terrible thing to ask a soldier to do.

Absolutely but charges or punishment should be carried out by someone trained in criminal offences.

These kinds of policies are bullshit. They undermine military and personal ethics and do nothing but destroy the moral of the troops.

It might be time to issue new ROE's that state, force may be used to curb or stop "ALL" cases of percieved or actual abuse by non combatants using whatever force necessary.

To bad if it offends our Afghani hosts. Our troops are there protecting the the entire population, not just a select few, so it shouldn't matter who the perpetrator is. These types of people, who prey on innocents should be dealt with summarily, or at the very least by the Afghani government in consultation with the NATO representation. If not what's the point of being there?
