Not really compensation for having your mother fucked up by the CIA but a start to say the least. Although, I do have one question though. Why are we compensating her and not the men who stare at goats?

Could it be be Trudeau's Liberal guilt given it was the Louis St Laurent Gov't that allowed them into Canada to conduct these "experiments" in the first place?

But with all that aside, it still bothers me that we'd allow a foreign power to conduct experiments on our citizens with no discernible benefit for our own country and, it makes me wonder how many other unknown "operations" are being conducted by foreign powers in this country as we speak?
