I have seen stories pop up in the news section and then later in the day gone and later still back. I thought it was some sort of popularity based selection..........

it is, if a story does not get enough hits or votes in 4 hours, it will be dropped to the "dropped" or "other stories" page. but the one scrape is talking about was missing from both.
