It's really unfortunate that it always comes down to people like you, who see elections as a means to be vindictive instead of picking the person who can do the job best. I don't know that I would have voted for David Miller, but I do know that I would never vote for an idiot like Rob Ford. The City of Toronto budget is up from %5.9 billion in 2000 to $9.2 billion in in 2010. It's up steeply in real terms. That is $1.4 billion over and above the population increase (11.5%) and inflation (CPI 21.2%) combined. Mere citizens can't figure out what the councillors spent the money on. There's been downloads and then uploads of Welfare and Disability Pension costs and also the $9.2 billion doesn't include the capital budget - which may come from the provincial and federal governments. It's a lot of money, $1.4 billion.
