How about givig provinces the option? So Quebec can be all french, NB and Ottawa billingual, and the rest of country all English.
That is the way it works. Quebec is NOT a bilingual Province. It has chosen French as the official language of the Province and they function entirely in French.
The only truly official bilingual Province is New Brunswick. They have two official languages. In the rest of the country Provinces have chosen English as their official language. I don't believe anything has change in that regard since Trudeau's time.
Someone please correct me if any of the other Provinces have declared themselves bilingual recently? I don't follow this stuff as closely as I once did. Provinces can be officially one language but do offer services in the other language.
The only services that must be provided in both official languages are those of the Federal Government. Not the Provinces.
