Most Canadian Cities parking by-laws read like this:

3. (1) Unless required or permitted by the Act or by a Traffic Control Device, or in
compliance with the directions of a Peace Officer, or to avoid conflict with other
traffic, a driver of a vehicle shall not stop or park that vehicle:
(f) within 5 metres of any fire hydrant, or when the hydrant is not located at
the curb, within 5 metres of the point on the curb nearest the hydrant;
Meaning it's not the cities responsibility to ensure you are aware of where you are parking; that said, sometimes they do paint the curb red.
I used to work with a CFD Captain, he told me when they encounter situations like this they smash out the drivers side and passenger side window and when they run the hose through the car, they put a link in the car and they purposefully do a shit job hooking it up so it leaks.
When the RO gets the car back, both windows are smashed and there is extensive water damage.
